I didnt know where else to ask... so...
What are the goals?
What positions would you be willing to offer to me?
What are the rules and population regulations and army regulations?
And is it going to be multiple wings or just a single wing?
What are the diplomacy standards going to be?
Lots of diplomacy or very little?
Is it going to be based in the South East? or West?
Or north east? Or west? Or is it going to be everywhere?

A little about myself now...
I am rank 225 on the server 9.com. I have been playing travian for several years now. That's all I am going to say.

Our goals : reach to ten and hopefully #1
What positions could i offer : attacking or defensive general
what rules : 90+ population and a good troops count
Wings : we have one wing currently D.O.W II and are looking for 5 more D.O.W II 1 of our defensive wings we are looking for 1 more defensive wing , 2 offensive and 2 resources wings to provide resources
diplomacy standards : we will accept NAPS/CONFEDS but only off allies who could be dangerous to us , confeds for our wings and friends who will help us
Lots Of diplomacy : currently there is alot but wount be accepting anymore unless they are in top 50 or are our wing.
Where is it based : everywhere lots of us in NW but we are based everywhere To be honest

I assume you will rearrange the alliance and all its wing eventually so all the elite players are in the main wing?

yep most are already
